Mod «War Crimes» for Hearts of Iron 4 (v1.11.8)
Strategic Bombers (planes and rockets) lower the civillian population of a state/country, including nukes.
Also conquoring a state from another country will reduce its civilian population by 90,000. (only occurs once)
War does not just damage military causalities, sadly, many if not most are civilian causalities.
