Colonial Expansion

Can you be the one to claim the world?


Every country has been reduced to only a capital state. Many ideas from certain countries have been removed, such as disjointed government. The vast majority of land is now owned by Unclaimed Territories.

To colonize land, you must select an eligible state (neighboring/coastal), There will be a flag in the top left to colonize. Click it. However, this only makes it a colony state. To truly integrate it, you must select the state once it is colonized, and click the 'integrate state' button.


The AI, arguably one on the most important parts of a mod like this, will also try to colonize. Having too many AI colonize though is laggy. To select which AI to enable, go into decisions, then select 'Enable Global AI', then select which region you would like to enable.

There is now an option to disable AI from colonizing foreign land (i.e britain from the dutch east indies). It can be found in game options.

New features

  • Colonizing in the black sea requires either Istanbul or a coastal state from the black sea, and colonizing from the black sea requires either owning Istanbul, or having military access from their leader
  • Shortened the time it took to colonize/integrate from 30 days/60 days to 20/40
  • You are now able to integrate 3 states at once
  • All majors have the default focus tree now. Minors are able to change their focus tree by selecting the decision.
  • Added a new distance limiter, requiring more light cruisers the further out you colonize.
  • Made AI far less likely to take european stuff through coastal colonization (So no india in northern russia or finland in spain)


  • Improved Generic Tree.
  • Faction Distance Limiter (Modified to include guarantees)

Known issues

The game will crash if you start the game, then return to main menu.

It is likely for the game to crash somewhere in late 1937. This is easily fixed by saving once 1937 starts, then reloading the save after the game unavoidably crashes from exiting to main menu.

  • Added the new Italian tags to the extended tags
  • Removed beginning cores in the African desert, so no countries should start there.

  • Fixed issues with national spirits not being removed, as well as puppets not being released.

Version 30.06.22 for Hearts of Iron 4 (v1.11.9 - 1.11.12)

  • Added a cost to reforming the formable nation in central europe if it was disbanded/collapsed
  • Fixed some important nations not producing troops
  • Fixed zara being unable to be integrated
  • Fixed a small decision bug that would happen on rare occasions
  • AI will now offer peace if they have taken all of your abroad states every 3 months


Version 17.06.22 for Hearts of Iron 4 (v1.11.9 - 1.11.12)

Major Changes:

  • The AI will now take colonial focuses.
  • Overhauled the vast majority of the AI. They will hopefully stop making questionable decisions so often.
  • Re-added AI countries of similar power leaving factions, however now it is properly done, so you won't be randomly leaving factions.
  • Added an aggression system, as well as priorities for the AI.

Quality of Life Changes:

  • Added an indicator when you have a focus available to get in the colonial focus tree.
  • Also added in text if you meet the actual requirement or not for a focus.
  • The AI enabling decisions are now hidden behind another country-based decision to prevent any accidental clicking.

Formable Nation Additions/Changes:

  • Added some info for the Formable nation GUI if you hover over the states.
  • Added a capital icon to signal your capital. You can now change your capital once per year.

Fixes/Changes/Minor Additions:

  • Fixed the second start date not giving extended countries the SS colonizer.
  • Added the option to change the beginning colonizer amount. By default it is now one.
  • Added the ability to elect leaders when changing to monarchist for Germany and United Kingdom.
  • Changed how Yugoslavia spawns into the game for the all nations start.
  • Added Herzegovina to the countries that can form the european formable.
  • Tweaked some decision requirement.
  • Changed the AI production line a bit, so they are a little more competent.
  • Fixed Germany's starting idea giving increased claiming speed on non-cores.
  • For balancing, I have tweaked a few numbers in the defines. These include building slots, research slots, and more.
  • Due to some of the newer additions, I have made core and non-core colonizing the same cost at the start.
  • Fixed Romania/Counties in the black sea having colonization issues.
  • Fixed Ultimatums/Justification decisions. This includes the AI as well, so no Czech Austria war like 2 months into the game.
  • Nerfed Japan's and UK's naval dominance early game.
  • Unclaimed Territories should now export all resources again.
  • Removed most majors having a huge pp bonus. This was merely a place holder for the Colonial Focuses anyways.


Version 17.05.22 for Hearts of Iron 4 (v1.11.9 - 1.11.11)

  • Added Neutrality Expert advisor to swap to neutrality ideology
  • Fixed other ideologies localisation issue
  • Added a checkmark to completed colonial focuses, for easy differation
  • Tweaked the bonus of the starting major nations
  • Fixed some nations being unable to swap ideology regardless of advisor
